SDA Opening Rumors

Before I get to the rumors, I want to review what we have been told via official channels about the SDA and Ukrainian adoptions starting again.

….. within the period of one week, the Ministry of Education, in cooperation with the Ministry of Family, Youth, and Sports, should develop a transition plan for the transfer of all paper and electronic data from the NAC to the State Department for Adoption and Protection of Children’s Rights

Within a month, the Ministry of Education and Science together with the Ministry of Family, Youth and Sports must decide the question regarding transfer of adoption documentation from the National Adoption Center (Ministry of Education and Science of Ukraine) to the State Department for Adoption and Protection of Children’s Rights.

The transfer is expected to start on April 3.

The Department will be open and become fully operational on May 3 — by which time it should be completely staffed.

So now the rumors (anything that isn’t from the US or Ukrainian government I count as rumor)…

I heard that developing a transition plan in 1 week wasn’t realistic. It took until April 25 before an agreement was reached and signed. Olya on FRUA mentioned that the SDA probably won’t open until the beginning of June. This is the third time that I have heard the first week of June mentioned. It is coming from different facilitators.

There is a large backlog of dossiers to process. In my Rumors and Transdniester post I suggested there could be over 500 families waiting for an appointment with approved dossiers.

And the SDA will be processing the backlogged domestic adoptions too. I saw a number once that Ukrainians adopt around 100 children every year. I got this from a forUm article.

And last but not least, no one is certain about new American dossiers acceptance. Many post adoption reports are still missing. Will Americans only be allowed to submit dossiers for children 10 years and older?

If you know anyone who adopted from Ukraine….. Please, please, please ask if they followed up on their post adoption reports. Did the Ukrainian Embassy acknowledge that they received it? Some families filed their reports but they got lost along the way. I know 6 different families that this happened to.
